“Regulation Must Be Firm but Enabling” – BoG Governor

The Bank of Ghana says it is tightening oversight of Ghana’s fast-growing fintech sector, while ensuring innovation is not stifled.
Governor Dr. Johnson Pandit Asiama, speaking at the 3i Africa Summit 2026, described regulation as a balancing act between protecting the financial system and enabling growth.
“Regulation must remain firm… but it must also be enabling,” he said.
As digital finance evolves beyond mobile money, the central bank is introducing new measures, including:
- Frameworks for virtual assets
- Guidelines for digital credit
- Progress on open banking
- Support for cross-border fintech
Dr. Asiama said the focus is now shifting from simply building systems to connecting them and making them work at scale.
The Governor also warned that weak digital identity systems could undermine progress, increasing fraud and reducing trust in digital financial services.
Strong KYC frameworks, he noted, will be critical to sustaining growth.
The Bank of Ghana’s approach reflects a broader challenge: how to regulate without slowing innovation.
For fintech firms, this means tighter compliance. For investors, it could bring greater confidence. For consumers, safer digital financial services.
As Ghana positions itself as a digital finance hub, the success of this approach will depend on how effectively policy translates into real impact.
