Beyond Mobile Money: BoG Signals Shift to Value-Driven Digital Finance

At the 3i Africa Summit 2026 in Accra, the Governor of the Bank of Ghana, Dr. Johnson Pandit Asiama, has called for a shift in Africa’s digital finance agenda, from expanding access to creating real economic value.

“Africa is not starting from zero. We are starting from momentum.”

That momentum, he said, must now translate into meaningful impact beyond financial inclusion.

Mobile money and branchless banking have significantly expanded financial access across Africa. But the Governor stressed that inclusion alone is no longer enough.

“Access has expanded. The task now is to make it count.”

The focus, he noted, must shift from account ownership to economic impact.

According to Dr. Asiama, Africa’s next fintech frontier goes beyond payments infrastructure.

“The next phase of digital finance will not be defined by payments alone.”

He pointed to digital credit, embedded finance, merchant payments, and cross-border services as key growth areas.

Despite progress, he identified major constraints: “The issue is no longer access alone. It is fragmentation. It is cost. It is uneven regulatory alignment.”

He stressed the need for stronger system integration across markets.

The Bank of Ghana is advancing frameworks for virtual assets, digital credit, and open banking while maintaining stability.

“Processes must be clear. Submissions must be trackable. Decisions must be timely.”

He also highlighted the importance of strong digital identity systems to build trust and reduce fraud.

The Governor ended with a broader question about Africa’s global role,
“Will Africa simply adopt the next phase of finance, or will Africa help to shape it?”

He added, “Leadership is now the ambition.”

Africa’s digital finance story is shifting from inclusion to impact. The next phase will be defined not by access, but by value creation and system integration.
