NCA Moves to End 5G Exclusivity to Boost Competition
The National Communications Authority (NCA) has initiated steps to amend the operating licence of Next-Gen Infraco (NGIC), proposing the removal of the company’s 5G exclusivity rights.
In a notice dated March 4, 2026, the regulator announced that it has issued a formal Notice of Proposed Licence Amendment to NGIC under Section 14 of the Electronic Communications Act, 2008 (Act 775). The proposed revision seeks to eliminate the clause granting NGIC exclusive rights to provide 5G infrastructure and services.
According to the NCA, the move is designed to open up the 5G space to greater competition, stimulate innovation and improve overall service delivery. The Authority explained that allowing more players into the 5G market will enhance consumer choice, drive improvements in service quality and pricing, and support Ghana’s broader digital transformation agenda. It also aims to ensure the efficient allocation and utilisation of spectrum, which it described as a critical national resource.
In line with the provisions of Act 775, the amendment is expected to take effect 90 days from the date of the notice, unless the Authority determines otherwise after reviewing any representations submitted by NGIC within the stipulated notice period.
The NCA emphasised that the process complies with statutory requirements and reflects its mandate to regulate the communications sector in a transparent and nationally beneficial manner.
Meanwhile, the Authority disclosed that NGIC has so far deployed 49 5G sites nationwide. Out of the total, 43 sites are located in the Greater Accra Region, while the Ashanti Region has two. The Western, Northern, Bono and Central regions each host one site.
In addition, the NCA revealed that NGIC has defaulted on an instalment payment under its licence fee schedule. The regulator indicated that the issue is being handled in accordance with the applicable licence conditions and legal provisions.
The Authority reiterated its commitment to fair, predictable and transparent regulation to foster sustainable investment and long-term growth in Ghana’s telecommunications industry.
