National Service Authority lost over ₵548m through ghost names – Attorney General

The Attorney General and Minister for Justice, Dr. Dominic Ayine, has revealed that the National Service Authority (NSA) lost over GHS548 million due to the insertion of ghost names on its payroll.
He made the disclosure during a press briefing on Friday, June 13, 2025, while updating the public on ongoing investigations under the government’s anti-corruption drive, known as the Operation Recover All Loot (ORAL) initiative.
According to Dr. Ayine, the loss was the result of a criminal scheme allegedly orchestrated by individuals in positions of authority under the erstwhile Akufo-Addo administration.
The Attorney General described the scheme as a “criminal enterprise” involving directors, staff, and service providers linked to the NSA.
“In total, as stated, we lost about GHS548,333,542.65 to the criminal enterprise perpetrated by these executives, directors, and staff, as well as the service providers in the market,” he stated.
He explained that the scheme involved the creation of thousands of ghost names in the NSA’s payroll system, which were used to siphon funds for personal gain.
“The criminal enterprise that resulted in the loss of this colossal sum of money involved the creation of ghost names in the NSA payroll system by some directors and staff, which was subsequently exploited to misappropriate state funds for their gain,” Dr. Ayine added.
