OSP closes investigation into alleged NPP Majority Caucus bribery attempt

The Special Prosecutor of Ghana, Mr. Kissi Adjabeng, has directed the closure of investigations into allegations of a bribery attempt involving a wealthy businessman and a section of the ruling New Patriotic Party (NPP) Parliamentary Majority Caucus. The alleged bribery attempt aimed to influence the Majority Caucus’s demand for the removal of Mr. Ken Ofori-Atta as Finance Minister.

In its report, the Special Prosecutor stated that its intelligence indicated a wealthy businessman attempted to offer money to influence the demand for Ofori-Atta’s resignation or removal, but it appeared the monetary offer was rejected by the contacted Members of Parliament. The report highlighted Mr. Andy Kwame Appiah-Kubi, the NPP Member of Parliament for Asante Akim North, as the accuser and a key figure in resolving the case.

The report noted that cooperation and testimony from the accuser were essential for a successful prosecution. It expressed regret over Appiah-Kubi’s refusal to cooperate with the investigation and disclose the identity of the suspect. The report, heavily redacted to safeguard national security and privacy, did not disclose the identity of the wealthy businessman.

The investigation closure was based on regulations allowing the Special Prosecutor to publish detected acts of corruption. The report emphasized the necessity of the accuser’s cooperation for criminal proceedings and the challenges posed by his refusal to disclose information.
