Gov’t Begins Payment of Gratuity Arrears to Retired Military Personnel Under CI 129

The Ghana Armed Forces has announced that government will begin the payment of gratuity arrears owed to retired military personnel following the approval and implementation of Constitutional Instrument (CI) 129.
In a press statement issued on Wednesday, February 25, 2026, by its Department of Public Relations, the Armed Forces said government has approved the release of funds and will commence payments in line with the new gratuity formula captured under CI 129.
According to the statement, the decision follows sustained engagements initiated by the current Military High Command upon assumption of office. The High Command held discussions with the Ministry of Finance and the Ministry of Defence to resolve what it described as a five-year impasse over the appropriate gratuity computation formula under the constitutional instrument.
The consultations, the statement noted, have produced a clear two-year phased implementation roadmap to settle the outstanding arrears. Under the arrangement, all personnel who retired from November 2020 will receive their gratuity arrears calculated using the revised formula under CI 129.
Payment of the arrears will be made in four instalments between February 2026 and December 2027. The first tranche is scheduled to be released by close of business on Friday, February 27, 2026.
A total of 238 officers and 2,155 soldiers are expected to benefit from the exercise. The Armed Forces further indicated that all future retirements will be processed fully in accordance with CI 129 to prevent a recurrence of the earlier challenges.
The Military High Command described the development as bringing closure to an issue that had remained unresolved since 2020. It added that the implementation ensures affected retirees, as well as those who will retire in the future, receive their full entitlements at the correct rate.
The High Command also expressed appreciation to government for its support in resolving the matter.
