President Mahama Nominates Members to Fiscal Council

President John Dramani Mahama has announced the nomination of five distinguished individuals to serve on Ghana’s Fiscal Council. The announcement was made on Wednesday, April 8, 2026, through the Presidency Communications office.
The nominations are in line with Section 11D of the Public Financial Management Act, 2016 (Act 921), as amended by the Public Financial Management (Amendment) Act, 2025 (Act 1136). The Fiscal Council is expected to play a key role in strengthening financial oversight, promoting fiscal discipline, and guiding sound decision making in public financial management.
The nominees include:
Dr. Emmanuel Oteng Kumah – Chairperson
Prof. Patrick Opoku Asuming – Representative from Academia
Leslie Dwight Mensah – Representative from a research think tank
J. Kweku Bedu Addo – Former public policy expert from the Ministry of Finance
Dr. Henry Akpenamawu Kofi Wampah – Former public policy expert from the Bank of Ghana
The Fiscal Council will serve as an independent body to advise government on fiscal policy, monitor compliance with fiscal rules, and ensure transparency in the management of public resources. Its work is expected to help Ghana maintain economic stability, reduce risks of overspending, and build investor confidence.
In recent years, Ghana has faced challenges in balancing revenue collection with expenditure, especially in the wake of global economic shocks and domestic pressures. The creation and strengthening of the Fiscal Council is seen as an important step toward addressing these challenges. By bringing together experts from academia, research, and public institutions, the Council is expected to provide diverse perspectives and practical solutions to fiscal management.
President Mahama’s nominations reflect a mix of experience and expertise. Dr. Kumah, the Chairperson, brings years of leadership in economic policy. Prof. Asuming adds academic depth, while Mensah contributes research insights. Bedu Addo and Dr. Wampah, both seasoned policy experts, bring institutional knowledge from the Ministry of Finance and the Bank of Ghana.
The Council’s mandate will include reviewing government budgets, advising on debt sustainability, and ensuring that fiscal targets are realistic and achievable. It will also help improve accountability by publishing reports on fiscal performance and recommending corrective measures where necessary.
With these nominations, the government signals its commitment to responsible financial management and transparency, aiming to build a stronger foundation for economic growth and stability.
