ECG not for sale: Energy Ministry clarifies PSP plans

The Ministry of Energy and Green Transition has reassured workers that the Electricity Company of Ghana (ECG) is not for sale, despite ongoing plans to involve the private sector in certain operations.
This assurance comes after the Public Utilities Workers’ Union (PUWU) expressed concerns about the selection of a transaction adviser for ECG’s Private Sector Participation (PSP) programme.
In a statement, the Ministry noted that the Cabinet, chaired by President John Dramani Mahama, approved the PSP initiative in April 2025 as part of broader reforms to improve ECG’s performance. These reforms aim to strengthen billing and revenue collection, enhance service delivery, and reduce technical and commercial losses.
While acknowledging improvements since January 2025, the Ministry emphasized that ECG still faces operational and financial challenges that could jeopardize the company’s future and the stability of Ghana’s power sector if not addressed.
The Ministry clarified that the PSP framework does not constitute a sale. Instead, it is intended to bring in private sector expertise through concession arrangements to support specific operational areas. The appointment of a transaction adviser is a technical step to properly design the PSP framework and does not indicate the company is being sold.
The Energy Ministry reaffirmed its commitment to open dialogue with PUWU, urging calm as discussions continue. It also emphasized the government’s dedication to protecting workers’ interests, strengthening ECG, and ensuring a reliable, efficient and sustainable power supply for all Ghanaians.
