Parliament Passes Road Traffic Amendment Bill 2025 to Boost Safety and Create Jobs
Parliament has passed the Road Traffic Amendment Bill 2025, a landmark legislation aimed at modernising Ghana’s road transport sector while enhancing road safety. The bill legalises the commercial use of motorcycles, tricycles, and quadricycles, opening up new avenues for employment, particularly for the youth.
In addition to creating job opportunities, the amendment introduces stricter regulations to curb traffic violations and accidents. One notable provision is the adjustment of the permissible alcohol concentration in drivers, intended to reduce drunk driving incidents, which remain a significant cause of road accidents across the country.
Speaking on the floor of Parliament, Minister for Transport, Joseph Nikpe Bukari, highlighted the broader objectives of the legislation. “The Road Traffic Amendment Bill seeks to sanitise road transport services. We have faced multiple challenges with road users, and this bill aims to strengthen safety measures, introduce stricter penalties for offenders, and ensure the efficient use of our roads,” he explained.
The legislation also provides a more comprehensive framework for regulating the road transport industry, including licensing, operational standards, and enforcement mechanisms for commercial transport operators. By setting clear rules for the operation of motorcycles, tricycles, and quadricycles, the government aims to reduce road accidents, protect passengers, and improve overall traffic management.
The government also anticipates that the new legal framework will encourage investments in road transport infrastructure and technology, further boosting efficiency and compliance.
With the passage of the Road Traffic Amendment Bill 2025, Ghana takes a decisive step toward modernising its transport sector, enhancing road safety, and creating economic opportunities, while ensuring that the growing commercial transport industry operates within a clear and accountable regulatory framework.
