Shift from donor aid to co-investment – Deputy Finance Minister urges development partners

The Deputy Finance Minister, Thomas Nyarko Ampem, has called on development partners to rethink their approach to supporting Africa’s education sector by shifting from traditional donor aid to a co-investment model.

Mr Nyarko Ampem emphasised that such a change would foster sustainability, shared responsibility, and stronger ownership of educational development goals across the continent.

Speaking at the 2025 Association for the Development of Education in Africa (ADEA) Triennale held in Accra, the Deputy Minister highlighted ongoing discussions among education leaders and policymakers focused on building stronger, more resilient education systems.

Mr Nyarko Ampem stressed the importance of targeted investments that prioritise marginalised groups, including girls and children in remote or underserved communities, to achieve equitable and inclusive education.

He advocated exploring innovative financing mechanisms such as resource-based financing and education bonds to broaden access to learning opportunities.

Highlighting the transformative potential of digital technology, the Deputy Finance Minister noted that digital payment systems and data-driven tools can improve transparency, accountability, and the effective use of education funds.

He urged African governments, development partners, and the private sector to align their resources, expertise, and innovations with Africa’s priorities, especially in STEM education, digital infrastructure, and technical and vocational training.

 “In reimagining education financing in Africa, we are doing more than fulfilling a right. We are building the economic engine for the continent we desire,” Mr Nyarko Ampem stated, stressing the need for Africa to invest in its own potential to secure a prosperous and inclusive future for all children.
