Accountant-General’s Department clears air on GH¢138bn debt discrepancy

The Controller and Accountant-General’s Department (CAGD) has dismissed reports suggesting it overstated Ghana’s public debt by GHS138.91 billion in the 2023 Whole of Government Accounts.

The Auditor-General’s report had flagged discrepancies, indicating that while the CAGD recorded the country’s total public debt at GHS861.4 billion, figures from the Ministry of Finance put the debt stock at GHS737.17 billion.

Appearing before the Public Accounts Committee (PAC) of Parliament on Monday, 25 August 2025, the Controller and Accountant-General, Kwasi Agyei, clarified that the variance had since been resolved through a reconciliation exercise.

Supporting his submission, the Assistant Auditor-General responsible for the Whole of Government Accounts Audit, Paul Affram, confirmed that the figures were reconciled after the report was issued, thereby validating the CAGD’s position.

The Department has therefore urged the public to disregard claims that it exaggerated Ghana’s public debt figures.
