A-G drops case against Duffuor, 7 others after reaching recovery deal

The Attorney-General, Dr. Dominic Ayine, has discontinued the criminal case involving former Finance Minister Dr. Kwabena Duffuor and seven others, who were standing trial over alleged financial impropriety linked to the collapse of Unibank and the broader financial sector clean-up.
The Attorney-General’s office on Tuesday, July 22, 2025, entered a nolle prosequi, a legal declaration halting the prosecution, in the case titled The Republic v. Kwabena Duffuor & 7 Others (CR/0248/2020).
In a statement, the Attorney-General, in a gesture of accountability and transparency, outlined the rationale behind the decision.
“The case was part of a broader legal response to the financial sector reforms initiated by the government in 2018, aimed at restoring stability and public confidence in the banking system. The prosecutions sought to ensure accountability and recover funds lost through alleged acts of financial misconduct,” the statement said.
According to the Attorney-General, the State had set a 60 percent recovery threshold as a condition for reassessing whether to proceed with prosecution in specific financial loss cases.
After extended negotiations and engagements, the accused persons in the Duffuor case have reportedly met that recovery benchmark.
“In furtherance of public interest, and considering the significant recoveries made for the State, the Attorney-General has satisfied himself that continuing with the prosecution will not serve any additional public purpose,” the statement noted.
The decision to halt the trial, however, does not imply an acquittal or the absence of wrongdoing.
“It is a pragmatic step in line with the overarching national interest of recovering State resources,” the statement emphasized.
The Attorney-General reiterated his office’s commitment to upholding the rule of law, protecting the public purse, and ensuring justice in all matters of national importance.
