24-hour Agro-Processing Parks replace 1D1F to boost industrial growth

The government has officially discontinued the One-District-One-Factory (1D1F) initiative, redirecting its industrialization agenda toward the development of Agro-Processing Parks under the new 24-hour economy framework.
The confirmation was delivered by Minister for Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, during a parliamentary session on Tuesday, July 8, 2025.
Responding to questions on the government’s current investment strategy, the Minister declared that the 1D1F programme is no longer in effect and that it no longer offers incentives to investors.
“As of now, there is no policy as 1D1F,” she told Members of Parliament, putting to rest speculation surrounding the status of one of the New Patriotic Party’s flagship policies.
The 1D1F programme, launched in 2017, aimed to transform Ghana’s industrial landscape by establishing at least one factory in each district. Its objective was to promote value addition, stimulate job creation, and reduce reliance on raw material exports.
However, with its official phase-out, attention is now shifting toward a broader, more integrated industrial strategy under the 24-hour economy policy spearheaded by the current administration.
Ms. Ofosu-Adjare highlighted the development of agro-processing parks as a cornerstone of this new direction. These parks, she explained, are designed to operate continuously throughout the day and night, in line with the 24-hour economy vision to boost production, enhance export capacity, and create employment opportunities.
“These agro-parks are a game changer in agro-processing zones and are being developed to ensure round-the-clock production for import substitution, export generation, and job creation,” she stated.
Her comments came in response to Minority Leader Alexander Afenyo-Markin, who had raised concerns about the government’s revised investment strategy and the measures being taken to de-risk industrial investment in underserved areas.
In her response, the Minister assured the House that the Ministry of Trade, Agribusiness and Industry (MoTAI) is actively working to attract private sector investment through the establishment of new industrial zones, particularly in agro-based value chains.
