Illegal meter installers to face harsher punishment — Jinapor

Minister for Energy and Green Transition, John Jinapor, has announced plans to introduce a new Legislative Instrument (L.I.) in Parliament to impose stiffer penalties on individuals involved in illegal electricity meter installations.
Addressing Parliament on Wednesday, July 2, 2025, Mr. Jinapor stressed that current sanctions have failed to effectively deter illegal activities despite ongoing arrests and prosecutions.
“Ordinarily, it is the Electricity Company of Ghana (ECG) that is mandated to install meters. We are working on an L.I. to submit to Parliament so that individuals who unlawfully install such meters face much stiffer penalties that will serve as a deterrent to others,” the Minister emphasized.
Mr. Jinapor disclosed that a special court is already in place to handle offences related to illegal meter installations, and the upcoming legislation will further enhance enforcement efforts.
“We have been arresting and prosecuting offenders. There is even a dedicated court for these cases. So, in collaboration with this House, we intend to introduce legislation that makes the punishment more severe,” he noted.
Meanwhile, Mr. Jinapor shared that ECG has made notable strides in revenue collection, pulling in GHS1.6 billion in the first half of 2025, a substantial increase from the same period in 2024.
However, the company remains GHS900 million shy of its GHs2.5 billion annual target.
The new L.I. is expected to be laid before Parliament in the coming weeks.
