No preferential treatment in Debt Restructuring – Finance Ministry

The Ministry of Finance has reiterated Ghana’s unwavering commitment to fairness and transparency in the ongoing external debt restructuring exercise, clarifying that no creditor is receiving preferential treatment.
The Ministry noted that the restructuring process is being conducted in strict adherence to the principles of the G20 Common Framework, particularly the requirement of comparability of treatment among creditors.
“The Government of Ghana is committed to a fair and equitable process. The principle of comparability of treatment is being fully observed, in line with the provisions of the Memorandum of Understanding (MoU) signed with official creditors,” the Ministry stated.
The clarification comes as the government continues critical negotiations with all remaining external creditors within the restructuring perimeter. These creditors include bilateral, multilateral, and commercial lenders—all impacted by the country’s efforts to bring its debt to sustainable levels.
To demonstrate its commitment to fairness, the Finance Ministry revealed that Ghana has maintained arrears across all affected creditors involved in the restructuring process. This, according to the Ministry, reflects a deliberate policy choice designed to uphold equality and transparency.
“No creditor is being treated differently. The government continues to engage constructively with all creditor groups and is committed to concluding the process in a way that is fair and mutually beneficial,” the statement emphasized.
Ghana is currently implementing a comprehensive debt restructuring strategy aimed at restoring macroeconomic stability, boosting investor confidence, and laying a stronger foundation for long-term growth. This includes both domestic and external debt components, with the external phase still ongoing.
The Finance Ministry further expressed gratitude to Ghana’s external partners for their “continued cooperation, patience, and support” as the country works toward finalizing the debt resolution framework.
The statement concluded with a call for all stakeholders to remain confident in the government’s commitment to transparency and sustainable debt management, adding that steady progress is being made and further updates will be shared in due course. This assurance is likely to ease concerns among creditor groups and the investor community, especially as Ghana seeks to position itself for post-restructuring economic recovery.
