Revoke Appointment of NIB Managing Director – Dr Kwabena Donkor

The Ranking Member on the Employment, Social Welfare and State Enterprises Committee and Member of Parliament for the Pru East Constituency in the Bono East Region, Dr Kwabena Donkor, has called for the revocation of the newly appointed Managing Director (MD) for the National Investment Bank (NIB), Tweneboa Kodua Fokuo.
According to Dr Donkor, the decision by the then Deputy MD for the NIB to contest in the New Patriotic Party’s Parliamentary Primaries in the Manso Nkwanta Constituency should have triggered an automatic resignation on his part.
The failure to do this, he said, should have then forced the State Interest and Governance Authority (SIGA), to have compelled him to resign.
He said, “In most other jurisdictions, once you contest, you take leave and go to contest a Parliamentary Primaries, you should be resigning your position. You should be resigning your position. And if he did not do that as the Deputy MD, then the Ghanaian state and the State Interest and Governance Authority should have asked him to resign his position. You cannot be Deputy MD [of an ailing financial institution] and be a Parliamentary Candidate.”
He accused the Presidency of conniving with the Ministry of Finance of elevating him to the position of MD.
He wondered if it was the appropriate time to have appointed a Parliamentary candidate as the MD of a struggling institution that requires the full attention of the appointee.
“Is that prudent? Is that professional management? Is that in the national interest? Are we serving the partisan interest or the national interest?” he quizzed.
Dr Kwabena Donkor also pointed fingers at the Bank of Ghana for essentially shirking its duty of vetting the appointment of principal officers and other relevant persons appointed to head financial institutions in the country.
He wondered if there were no other qualified people who could have been appointed to the position, particularly at this tie when the bank is distressed “and in need of a medium-term recovery plan.”
He insisted that the bank, with all its troubles, does not need a “part-time” Managing Director, therefore the appointment of Tweneboa Kodua Fokuo, be revoked.
