Bagbin prioritises capacity building of parliamentary service staff
The Speaker of Parliament, Alban Sumana Kingsford Bagbin, has underscored his commitment to prioritizing the capacity building of Parliamentary staff since assuming the role of Speaker and Chairman of the Parliamentary Service Board.
He believes that enhancing the competencies of staff members is crucial for effective service delivery and improved productivity.
The Speaker made these remarks during the opening ceremony of a four-day professional development training programme for Senior Officials of the Parliamentary Service in Adukrom.
He highlighted that the recent implementation of a new organogram for the Parliamentary Service has led to expanded functional areas and more challenging roles, particularly for Senior Management Officials.
To address this, the Board has appointed key officers to fill some of the vacant positions and is actively working on completing the rest of the appointment process.
The Speaker emphasized the expectation that these officers would play critical roles, focusing on implementing strategic policies, coordinating operational functions, and ensuring quality control.
The Speaker further emphasized the timeliness and importance of the professional training, preparing officials to effectively undertake their new roles under the current organogram and to lead through the implementation of ambitious goals for the next five years.
He highlighted the ongoing implementation of a robust performance management system aimed at recognizing and rewarding excellence and fostering a culture of accountability within the Parliamentary Service.
Notably, the Speaker has initiated the development of a new 5-year Corporate Strategic Plan to replace the expiring one, providing strategic direction for Parliament in the next five years.
He stressed the importance of equipping leaders and key contributors to the legislative body with the skills and knowledge needed to drive the vision forward.
The Clerk to Parliament, Mr. Cyril Oteng Nsiah, in his welcome remarks, attested to the capacity and competence of the facilities and the institution, urging officers to actively participate, engage with facilitators and peers, and approach the learning journey with an open mind.
He emphasized that the insights and skills acquired during the training are not only for personal growth but are crucial for the collective advancement and efficacy of Parliament.
The training programme, organized by the Parliamentary Service in collaboration with the National Conference of State Legislatures (NCSL) from the United States of America, will cover topics including Emotional Intelligence, Resiliency, Effective Leadership, Proficiency in Negotiation, and Presentation Skills.
The programme marks another strategic step forward in the journey towards excellence in legislative governance.
