Move Beyond Fintech Pilots to Real Market Impact – BoG Governor

The Governor of the Bank of Ghana, Johnson Asiama, has called on African regulators, financial institutions and technology firms to move beyond pilot programmes and regulatory experimentation toward the full-scale deployment of digital financial solutions capable of delivering measurable economic transformation across the continent.

Speaking at the Future of Finance Dialogue during the 3i Africa Summit 2026, Dr. Asiama said Africa has already demonstrated significant innovation within the fintech space, but implementation and scaling remain the biggest obstacles to achieving meaningful impact.

According to him, the continent does not suffer from a shortage of ideas or innovation frameworks. Rather, the challenge lies in translating those ideas into regulated, trusted and commercially viable solutions that can operate at scale across African markets.

“We do not lack ideas, frameworks or pilots, we have these in abundance. The harder question is how we move from controlled experimentation to scaled regulated deployment,” he stated.

Dr. Asiama argued that Africa’s digital finance ecosystem must now evolve from a phase dominated by testing and innovation labs into one focused on execution, adoption and market integration.

He stressed that regulatory sandboxes, which have become a common tool for testing financial technology products under supervisory oversight, should no longer be viewed merely as experimental environments.

Instead, he said they must function as strategic pathways that help fintech firms transition successfully into mainstream financial markets.

“Regulatory sandboxes must become bridges to real market entry. The measure of a sandbox is not how many firms are admitted,” the Governor noted.

According to him, the true success of financial innovation should be measured by the number of solutions that ultimately become scalable, secure and widely accessible services capable of improving livelihoods, supporting businesses and deepening financial inclusion.

The Governor further indicated that Africa’s growing digital economy presents enormous opportunities for fintech-driven transformation, particularly in payments, lending, savings, insurance and cross-border trade. However, he cautioned that fragmented regulatory systems and weak implementation structures continue to slow progress.

Dr. Asiama also underscored the importance of trust, regulation and interoperability in building a resilient digital financial ecosystem, noting that innovation without scale and public confidence would have limited economic value.

Also speaking at the summit, Ethel Cofie, Chief Executive Officer of Edel Technology Consulting, called for stronger collaboration among fintech firms, regulators, banks and technology providers across Africa.

She argued that no single fintech company can independently solve the continent’s financial inclusion challenges, stressing that partnerships would be critical to expanding access and achieving sustainability within the industry.

“No single fintech can solve Africa’s financial inclusion challenge alone. Collaboration is what will drive scale and sustainability across the ecosystem,” she said.

Ms. Cofie urged fintech firms to move away from isolated innovation models and instead build interconnected platforms capable of operating seamlessly across multiple African markets.

“We must stop building in silos and start creating interconnected solutions that can serve the continent at scale,” she added.

The 3i Africa Summit brought together policymakers, regulators, investors, technology firms and financial industry leaders to examine the future of digital finance, innovation and investment across the continent.

Discussions at the summit largely focused on strengthening Africa’s fintech ecosystem, accelerating financial inclusion, improving regulatory coordination and positioning digital innovation as a major driver of economic growth and competitiveness in the years ahead.
