CETAG Challenges Appointment of Librarian as Acting Vice-Principal at Dambai College
The Colleges of Education Teachers Association of Ghana (CETAG) has urged Haruna Iddrisu, Minister of Education, to revoke the appointment of a Senior Assistant Librarian as Acting Vice Principal of Dambai College of Education, describing the decision as a breach of established academic governance procedures.
In an open letter issued on Monday, March 16, 2026, the association argued that the appointment of Dr. Fred Alpha Adams does not comply with the Harmonised Statutes that guide the administration of Colleges of Education. CETAG also cited inconsistencies with post-migration directives issued by the Ghana Tertiary Education Commission (GTEC).
According to CETAG, the position of Vice Principal is strictly an academic leadership role and must be occupied by a qualified academic staff member within the recognised academic progression structure. The association stressed that appointing a Senior Assistant Librarian to the role contradicts both the statutory provisions and long-standing practices across Ghana’s tertiary institutions.
CETAG referenced Statute 12(2) of the Harmonised Statutes, the Harmonised Scheme of Service, and GTEC’s Post-Migration Guidelines, noting that these frameworks clearly define the qualifications required for the Vice Principal position. The association argued that none of these provisions permit non-teaching staff to assume such an academic leadership role.
The association further explained that the vacancy emerged following the expiration of the former Vice Principal’s tenure in December 2025. CETAG maintained that the situation should not be treated as an unexpected or casual vacancy since the end of the tenure was foreseeable.
Under the Harmonised Statutes, CETAG said, the Principal is required to nominate two academic Senior Staff A members when a vacancy occurs. From these nominees, convocation is expected to elect one candidate for appointment by the college’s governing council.
Additionally, CETAG pointed to GTEC’s post-migration guidelines, which recommend that the Vice Principal position be held by a professor, or at the very least a senior lecturer where a professor is not available.
The association warned that permitting non-academic staff to occupy the position could weaken academic leadership within Colleges of Education and undermine the governance structures introduced after the institutions migrated to the university salary structure.
CETAG is therefore calling on the Education Minister to intervene promptly and ensure that the appointment process at Dambai College of Education aligns with the relevant statutes and regulatory guidelines.
