Ghana Medical Trust Fund Charges Members to Uphold Integrity

The Ghana Medical Trust Fund (GMTF) has inaugurated a 10-member Entity Tender Committee (ETC), urging its members to uphold the highest standards of integrity, fairness, and professionalism in the execution of their duties.

The brief ceremony, held at the Fund’s secretariat in Accra, saw Board Member and legal practitioner, Nelly Bernice Wallace, administer the oath of office, formally inducting the committee. The initiative forms part of the Fund’s efforts to strengthen governance structures and enhance procurement processes.

Delivering her charge to the new members, Adjoa Obuobia Darko-Opoku, GMTF Administrator and Chairperson of the ETC, advised them to act objectively, diligently, and in strict adherence to established procedures designed to safeguard public resources. She emphasised that every decision taken by the committee must reflect integrity, fairness, and professionalism, noting that the Fund’s credibility and performance are closely tied to the committee’s work.

The committee is composed of members from diverse professional backgrounds, including the Ministry of Health, Ministry of Finance, GMTF, the Ghana Medical Association, and the Ghana Institute of Procurement and Supply. This multidisciplinary composition is expected to provide comprehensive guidance for procurement decisions and strengthen oversight.

Ms. Darko-Opoku reminded members of their obligations under the Public Procurement Act, 2003 (Act 663), as amended by Act 914, which mandates Entity Tender Committees to supervise procurement, approve plans, review submissions, and ensure compliance with the law.

She highlighted that procurement is central to the execution of key projects, the acquisition of essential goods and services, and the smooth functioning of the Fund. “The effectiveness of this committee will directly impact our ability to deliver on our mandate and serve the public efficiently,” she noted.

Expressing confidence in the competence and experience of the members, Ms. Darko-Opoku expressed optimism that the ETC would enhance procurement oversight and reinforce the Fund’s commitment to transparency and accountability. She congratulated members on their appointment and encouraged them to perform their duties with dedication, commitment, and integrity.

The establishment of the Entity Tender Committee underscores GMTF’s resolve to maintain good governance, protect public funds, and ensure that its procurement activities align with principles of accountability and value for money. The committee is expected to play a critical role in strengthening the Fund’s operations and maintaining public trust.
