BoG pushes for structured framework to guide banks onto GSE

The Governor of the Bank of Ghana (BoG), Dr Johnson Asiama, has urged stakeholders to design a practical and credible framework to support the orderly listing of commercial banks on the Ghana Stock Exchange (GSE).

He made the call at the inaugural meeting of the Steering and Technical Committees set up under the Commercial Bank Listing Project, an initiative aimed at strengthening transparency, improving corporate governance and enhancing capital mobilisation in Ghana’s banking sector.

“My task for you is to develop a practical framework and credible system that support Ghana’s banking and financial sector,” Dr Asiama told members at the meeting.

According to the Governor, a well-structured listing regime is essential to boosting investor confidence and reinforcing the long-term resilience of the financial system. He noted that bringing more banks onto the stock exchange would not only improve balance sheets within the industry but also broaden investment opportunities for the public and deepen the country’s capital market.

The newly constituted Steering Committee will provide strategic direction and policy oversight for the project. It is expected to coordinate the efforts of key regulators — including the Bank of Ghana, the Securities and Exchange Commission (SEC) and the Ghana Stock Exchange — while setting timelines, defining the project’s overall vision and overseeing stakeholder engagement to ensure a smooth implementation process.

In parallel, the Technical Committee has been tasked with developing the operational framework for the listings. Its responsibilities include drafting detailed guidelines and addressing the regulatory and market requirements that banks must meet before going public.

The committee’s work will cover recommendations on disclosure standards, governance structures, capital thresholds and broader market readiness measures to ensure that any future listings are conducted in an orderly, transparent and credible manner. The Commercial Bank Listing Project forms part of the central bank’s broader reform agenda to strengthen oversight and promote stability in the financial sector, while positioning Ghana’s capital market to play a more active role in financing economic growth.
