Gov’t to raise GH₵8.18bn domestically by December

The government plans to raise GHS8.18 billion in fresh funds from the domestic market between October and December 2025 as part of efforts to finance its budget and sustain market operations, according to the Bank of Ghana’s (BoG) latest Treasury Issuance Calendar.
The move is part of a broader plan to mobilise a gross amount of GHS75.7 billion in the final quarter of the year.
Of this total, GHS67.52 billion will be used to roll over maturing debts, while the GHS8.18 billion represents new borrowing to support government spending and cover financing gaps.
The central bank said the funds will be raised through a mix of short-term Treasury bills and medium- to long-term government bonds. This is in line with the government’s Medium-Term Debt Management Strategy (MTDS), aimed at lengthening the maturity profile of domestic debt and deepening the local capital market.
Under the plan, 91-day, 182-day, and 364-day Treasury bills will continue to be issued weekly through the primary auction window, with settlements taking place one business day after each transaction.
The government also hinted at the possibility of reopening selected bonds issued under the Domestic Debt Exchange Program (DDEP), depending on market conditions, to enhance liquidity in the secondary bond market.
The issuance plan is designed to ensure predictability and transparency in government borrowing, helping market participants plan their investments with greater certainty, the Ministry of Finance and BoG said.
The government reiterated its commitment to reviving investor confidence in the domestic debt market following the turbulence of the past two years, assuring stakeholders that it remains focused on responsible debt management and fiscal discipline.
