OMCs to roll out ¢1 fuel levy from June 16

Oil Marketing Companies (OMCs) across Ghana will begin applying a new GHS1.00 Energy Sector Levy on every litre of petrol and diesel starting Monday, June 16, 2025.
The revised implementation date comes after consultations between industry stakeholders and key government agencies, including the Ministry of Energy and Green Transition, Ministry of Finance, National Petroleum Authority (NPA), and the Ghana Revenue Authority (GRA).
Originally set to take effect today, Monday June 9, the levy faced backlash from OMCs over a lack of consultation. The Chamber of Oil Marketing Companies (COMAC) confirmed the change in a statement signed by its Coordinator, Dr. Riverson Oppong.
“Following our consultations and collaborative efforts, we are pleased to announce our alignment and satisfaction with the revised implementation date,” the statement said.
The GHS1.00 Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) is part of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141). It is projected to raise approximately GHS5.7 billion annually to help pay off the country’s energy sector debt, which exceeds USD3 billion, and support long-term power generation.
COMAC emphasized that the new date allows for proper planning and public communication.
“We extend our gratitude to all relevant institutions for their commitment to ensuring a smooth and sustainable rollout of the levy,” it added.
