CSA Appoints BoG as Cybersecurity Lead for Financial Sector

The Cyber Security Authority (CSA) has officially designated the Bank of Ghana (BoG) as the Central Computer Emergency Response Team (CERT-B) for the country’s financial sector. The move is part of broader efforts to boost collaboration across the banking and technology ecosystem and respond more effectively to rising cyber threats.
The announcement was made during the opening of the Financial Industry Command Security Operations Centre (FICSOC) Stakeholder Forum in Accra, where First Deputy Governor of the Bank of Ghana, Dr. Zakari Mumuni, urged financial institutions to work more closely with their tech partners to build a more resilient financial ecosystem.
Dr. Mumuni explained that the new designation for the central bank is a call to action, revealing the growing need for shared cybersecurity responsibility within Ghana’s digital finance space.
“This designation is not just a title, it is a responsibility,” Dr. Mumuni stated. “As a sector rich in critical information infrastructure, the financial industry demands deeper collaboration to understand evolving threat factors.”
According to the Bank of Ghana, cyber and technology-related fraud losses reached GH₵10 million in 2024, up from GH₵8.9 million in 2023. The rise in digital threats ranging from insider breaches to sophisticated attacks has made the need for collective action more urgent than ever.
Dr. Mumuni emphasized that while the new designation allows for cross-sectoral intelligence sharing and a unified national response, individual institutions must still do their part.
“Individual institutions must continue investing in their own cyber capabilities,” he noted. “A shared defence does not replace internal diligence.”
The BoG says it will work closely with both public and private sector stakeholders to ensure that the CERTB functions not only as a central nerve center for cyber intelligence but also as a driver of nationwide resilience in the financial space. “When we collaborate, we do not fight alone,” Dr. Mumuni added. “We defend our sector with shared efforts and shared tools.”
