The rise of illegal small-scale mining, or galamsey, in Ghana has left a trail of environmental devastation, from poisoned water bodies to deforested lands.

This activity, though economically beneficial for many in the short term, poses long-term risks to the nation’s health, environment, and economy.

However, by engaging all critical stakeholders, including government, regulators, mineral companies, and citizens, Ghana can transform this destructive force into an opportunity for sustainable development.

A collective, well-coordinated effort could heal the damage caused by galamsey, restore our ecosystems, and create new opportunities for economic growth.

Illegality in Ghana’s Mineral Mining Sector: A Political Battleground

Political aspirations play a significant role in shaping Ghana’s mineral mining industry, particularly illegal small-scale mining, commonly referred to as galamsey. Politicians often promise to regulate or eliminate galamsey as part of their election campaigns to win voter support.

However, enforcement has been inconsistent, largely due to conflicting political and economic interests. This inaction has resulted in severe environmental degradation, with forests destroyed, water bodies contaminated, and entire communities polluted by harmful substances like mercury and dynamite used in these illegal operations.

As the 2024 General Elections draw near, political parties are under mounting pressure to tackle the galamsey problem, which not only impacts the nation’s economy but also threatens the livelihoods of rural communities dependent on mining.

If politicians fail to provide concrete solutions, illegal operators could continue unchecked, further worsening environmental damage and putting community health at risk. On the other hand, if robust reforms are introduced, illegal mining could be curtailed, leading to more sustainable practices, although many miners may lose their source of income.

Post-election, the industry’s future will hinge on political commitment. Strong regulation, support for legal mining activities, and environmental rehabilitation will be key to fostering a sustainable mining sector.

Prioritizing these actions could safeguard both natural resources and livelihoods. Without them, the current environmental and economic challenges may deepen, jeopardizing Ghana’s long-term developmental goals.

A United Approach: Key Stakeholders and Their Roles

To effectively address the galamsey menace, all sectors of society must play their part. A coordinated approach involving the government, regulatory bodies, mining companies, and citizens is essential for long-term success.

1. Government: Setting the Policy Framework

The government must lead with comprehensive policies that address the root causes of illegal mining, while also laying out a path for sustainable economic alternatives. In 2017, Ghana initiated a temporary ban on small-scale mining to combat illegal operations, which helped reduce environmental damage for a time. However, sustainable solutions require more than temporary measures.

The government should focus on:

1.1 Strengthening regulatory frameworks to formalise small-scale mining.

1.2 Expanding land reclamation initiatives such as the National Reclamation Project, with an emphasis on long-term ecological restoration.

1.3 Offering tax incentives and grants for companies and communities involved in environmental restoration efforts.

A key policy initiative would be the establishment of a ‘National Sustainable Mining Fund’, where a portion of mineral revenues from licensed mining companies is allocated to rehabilitate affected areas and create alternative livelihoods.

2. Regulators: Enforcing Compliance and Standards

Regulatory agencies, such as the Minerals Commission and the Environmental Protection Agency (EPA), must intensify their efforts to ensure that mining activities, whether large-scale or small-scale, comply with environmental and safety standards. Strengthening the monitoring capabilities of these bodies is crucial.

Recent data from the Minerals Commission shows that over 2,000 illegal mining sites remain operational, despite efforts to curb them. Increased funding and technological support for regulators can enable more frequent and effective monitoring of mining zones. Furthermore, regulators could:

2.1 Utilise satellite imaging and drone technology to detect illegal activities in real-time.

2.2 Impose stricter penalties on companies and individuals who breach environmental laws.

2.3 Collaborate with traditional authorities and community leaders to create localised monitoring systems.

By setting higher standards for legal miners and cracking down on illegal operations, regulators can protect both the environment and local communities.

3. Mining Companies: Social Responsibility and Environmental Stewardship

Large-scale mining companies have a vital role to play in addressing the galamsey crisis. By embracing their social responsibility and actively participating in reclamation efforts, they can help reduce the environmental impact of mining activities.

Companies should:

3.1 Adopt sustainable mining practices, including safe waste disposal, reduced chemical use, and water recycling technologies.

3.2 Invest in land reclamation projects as part of their corporate social responsibility (CSR) initiatives, focusing on restoring areas affected by illegal mining.

3.3 Partner with local communities to train former illegal miners in sustainable practices and offer employment in the formal mining sector.

In 2021, Newmont Ghana spent over $50 million on environmental and social programs, including land reclamation. Similar initiatives from other mining companies can create long-term benefits for the environment and the economy.

4. Ghanaian Citizens: Community Participation and Vigilance

Citizens and local communities must be engaged in the fight against galamsey. Traditional leaders and residents of affected areas should work with the government and regulators to monitor illegal mining activities and report violations. However, communities also need viable economic alternatives to replace the income lost from illegal mining.

Empowering citizens through:

4.1 Training programs in sustainable agriculture, agroforestry, and eco-tourism can provide long-term livelihood solutions.

4.2 Encouraging community involvement in tree-planting projects and local environmental protection efforts.

4.3 Offering microfinance and support for small businesses that promote environmental sustainability.

Communities can serve as the frontline in protecting Ghana’s environment, but they need the right resources and incentives to do so.

Collaborative Solutions for Sustainable Livelihoods

A collective approach is essential to heal the environmental scars left by galamsey and prevent future degradation. Ghana could consider strategies that can bring together stakeholders for the long-term benefit of Ghana:

1. Public-Private Partnerships for Reclamation and Employment

The government can form public-private partnerships (PPPs) with mining companies and international organisations to rehabilitate degraded lands and create alternative employment opportunities. PPPs could help fund large-scale reforestation projects, providing jobs for local communities while restoring forests and water bodies.

2. Eco-Tourism and Agroforestry as New Economic Pillars

Investing in eco-tourism and agroforestry presents sustainable economic opportunities for former mining communities. Reclaimed land can be transformed into protected forest areas, attracting tourists and creating jobs in conservation, hospitality, and guide services.

The Kakum National Park, which attracts thousands of visitors annually, is an example of how natural resources can drive economic growth while preserving ecosystems.

3. Technological Innovations in Mining and Environmental Restoration

Leveraging technology is crucial to monitor and mitigate the environmental impact of mining. The introduction of green mining technologies, such as hydrological and bio-remediation techniques, can reduce the environmental damage caused by chemical use in mining and help restore polluted water bodies.

4. Creating Legal and Financial Incentives for Sustainable Practices

To encourage compliance, the government can offer financial incentives such as reduced taxes or subsidies to companies and individuals that adopt sustainable mining and agricultural practices.

For instance, miners who use environmentally friendly methods could benefit from lower licensing fees, while companies involved in land reclamation could receive tax breaks or access to government contracts.

Economic and Environmental Impact

  1. Ghana loses approximately $2.2 billion annually to illegal mining through environmental degradation and lost mineral revenues. However, with concerted efforts to formalise the sector, the nation could recover up to 50% of this loss.
  2. The reclamation of degraded lands is estimated to cost $500 million, but the long-term economic benefits from restored agriculture and eco-tourism could generate up to $1 billion annually by 2035.
  3. According to a 2023 report by the Water Research Institute, 60% of major rivers in mining regions are polluted, with heavy metals like mercury and lead reaching dangerous levels. Bio-remediation techniques could reduce contamination by 40-50% over five years.

Conclusion

The galamsey menace has left Ghana facing one of its greatest environmental challenges. However, with collaboration from all stakeholders including government, regulators, mining companies, and citizens, there is an opportunity to turn this crisis into a platform for sustainable development.

By reclaiming our forests, rehabilitating our water bodies, and investing in alternative livelihoods, Ghana can position itself as a leader in sustainable mining and environmental stewardship. The road ahead is long, but with collective action, we can secure a better, greener, and more prosperous future for generations to come.
