Ghana Commits to Responsible Use of AI in Military, Security at REAIM 2026 Summit

The Government of Ghana has reaffirmed its dedication to the responsible development and deployment of Artificial Intelligence (AI), particularly in military and security applications, as global attention intensifies the role of emerging technologies in peace and security.
Deputy Minister for Foreign Affairs, James Gyakye Quayson, represented Ghana at the Responsible Artificial Intelligence in the Military Domain (REAIM) 2026 Summit, which took place in A Coruña, Spain, from February 4 to 5, 2026. The high-level gathering convened ministers, senior government officials, policy experts, and international stakeholders to discuss frameworks for the ethical and effective use of AI in defense and security contexts.
Speaking at the summit, Ghana highlighted the transformative potential of AI for economic development, innovation, and national progress, while stressing the need for its responsible application in security operations.
“The Government of Ghana recognises the growing significance of Artificial Intelligence in driving economic growth, fostering innovation, and supporting national development. AI can also enhance decision-making and operational efficiency in the military and security sector,” the government stated.
However, Ghana cautioned that AI deployment in defense and security must remain under meaningful human control and comply with international norms. The government stressed that while AI holds promise for strengthening peace and security, its use must adhere to ethical standards and international law, including humanitarian and human rights obligations.
In alignment with the objectives of the REAIM initiative, Ghana endorsed the REAIM 2026 Pathways to Action document, signaling its commitment to collaborative global efforts to regulate AI in military contexts.
Ghana further emphasised its willingness to engage in constructive dialogue, share experiences, and collaborate with member states and relevant stakeholders to promote responsible AI practices that contribute to international peace and security.
“The Government of Ghana remains steadfast in its commitment to ensuring that emerging technologies respect human dignity, uphold global stability, and advance peace and security worldwide,” the statement concluded.
Ghana’s active participation at the REAIM Summit underscores the country’s proactive approach to balancing technological innovation with ethical responsibility, ensuring that AI development contributes positively to both national and international security objectives.
