BoG Commits to Driving Ghana’s Digital Financial Inclusion

The Bank of Ghana (BoG) has pledged to continue collaborating with key stakeholders to sustain Ghana’s progress toward a fully inclusive and digitally empowered economy.

The commitment comes as Ghana maintained its position as the world leader in mobile money regulation, according to the Global System for Mobile Communications Association (GSMA) Mobile Money Regulatory Index (MMRI) 2025.

Ghana scored 96.10 per cent in this year’s ranking, up from 95.06 per cent in 2024, cementing its reputation as a top performer in creating a regulatory environment that supports mobile money services, drives financial inclusion, and fosters innovation in the digital financial sector.

The MMRI evaluates the effectiveness of mobile money regulatory frameworks in 90 countries, looking at areas such as consumer protection, licensing, anti-money laundering safeguards, and operational risk management. Details are available on GSMA’s website here.

Analysts say Ghana’s achievement highlights its commitment to progressive policies, robust oversight, and collaborative engagement with mobile money operators. The country’s strong regulatory framework has been key in enhancing financial access for millions of Ghanaians and encouraging innovation in the sector.

As mobile money continues to drive payments, savings, credit, and remittance services, the BoG’s sustained focus on regulation and stakeholder collaboration positions Ghana as a global benchmark in digital financial services and supports the country’s broader goal of inclusive economic growth.
