Oxygen City Project Signals Expansion of TDC Beyond Tema

President John Dramani Mahama has launched Oxygen City, a mixed-use housing development in Ho, marking Tema Development Company’s (TDC) first major expansion outside the Tema acquisition area since its establishment. The project, designated Community 27, reflects government’s renewed push to address Ghana’s housing deficit while unlocking new regional real estate markets.
Speaking at the sod-cutting ceremony, the President said the project aligns with government’s broader urban reform and regional development agenda, aimed at easing pressure on Accra and Tema while stimulating investment in secondary cities. Ghana’s housing deficit, estimated to affect young professionals and public sector workers disproportionately, remains a major constraint on labour mobility and productivity.
From a business perspective, Oxygen City is expected to function as an investment catalyst, combining residential units with commercial, transport and social infrastructure. The project is projected to attract private capital, create construction and service-sector jobs, and strengthen the Volta Region’s position within Ghana’s emerging urban corridor.
Government says the development model relies on public-private partnerships, involving state institutions, traditional authorities and private developers to unlock land, enforce planning standards and ensure project viability. Analysts note that the success of the model will depend largely on financing structures, pricing, and delivery timelines, especially at a time of high construction costs and tight credit conditions.
The President announced that the State Housing Company will also develop additional residential units within the project area, while plans are underway to replicate the Oxygen City model in the Ashanti Region, where land has been secured for TDC Community 28. If executed effectively, the expansion could reposition TDC as a national player in Ghana’s housing and urban development market, rather than a Tema-centric developer.
However, industry observers caution that sustaining investor confidence will require clear affordability benchmarks, transparent procurement processes, and consistent policy execution, particularly as government seeks to balance social housing goals with commercial viability.
