Akosua Kyerewa Boateng Becomes Ghana’s First Certified Transfer Designer

A major milestone has been recorded in Ghana’s learning and development space as Akosua Kyerewa Boateng, Executive Director of the Ghana Learning and Development Network (GLADNET), becomes the first Ghanaian to earn the prestigious Certified Transfer Designer designation.

She received the certification on February 6, 2026, from the Institute for Transfer Effectiveness, in partnership with Knowly, marking a significant step in advancing evidence-based training and performance systems in Ghana.

Following the achievement, Akosua paid a courtesy visit to the Ministry of Labour, Jobs and Employment, where she formally presented her certification to the sector minister, Abdul Rashid Pelpuo. The engagement underscored the growing importance of aligning workforce development strategies with globally recognised standards that prioritise measurable impact and productivity.

The Certified Transfer Designer credential is awarded to learning and development (L&D) and human resource professionals trained to maximise the effectiveness of training by applying the 12 Levers of Transfer Effectiveness. Unlike traditional training models that focus largely on content delivery, this approach ensures that knowledge and skills are successfully transferred to the workplace and translated into real, measurable results.

As a Certified Transfer Designer, Akosua is equipped to design and implement structured, science-based transfer concepts that significantly improve how organisations convert training investments into performance outcomes. The framework places strong emphasis on accountability and value creation, focusing on Return on Investment (ROI) and Return on Expectations (ROE), rather than simply participation or satisfaction metrics.

Her recognition is not only a personal achievement but also a pioneering moment for Ghana’s human capital development ecosystem. By attaining this certification, she has positioned GLADNET as a leader in driving innovative, results-oriented learning strategies capable of enhancing productivity across both public and private sector institutions.

Akosua brings to this role a wealth of experience as a seasoned HR and organisational development professional, having worked across private, public, and international institutions. She has worked with a number of organizations in the international, private and public sector by holding various Human Resource functional positions at the Office of Administrator General (Presidency) Ghana, Millennium Development Authority, (Millennium Challenge Corporation,USA) UNICEF Ghana, Anglo Gold Ashanti Limited (Obuasi, Ghana), Capital Group Limited and State Insurance Company (SIC). She worked as the Learning and Development Manager of the Ghana Ports and Harbours Authority and currently the Executive Director of the Ghana Learning and  Development Network. as well as an HR Consultant for CPartners Ghana Limited.

She was appointed as the Secretary of the UN Social Mobilization Committee on Ghana’s Preparedness and Response during the 2014 Ebola outbreak in neighboring West African countries. She is a member of the Institute of Organization Development (USA).
