GES warns school heads against unauthorised PTA levies

The Ghana Education Service (GES) has issued a warning to heads of schools to stop collecting unauthorised levies in the name of Parent-Teacher Association (PTA) dues.

In a statement released on Wednesday, October 22, 2025, and signed by Daniel Fenyí, Head of Public Relations, the GES said it had received several reports of second-cycle institutions charging various levies without the required approvals.

The Service clarified that no school is permitted to demand PTA or development levies without prior authorisation.

It explained that in basic schools, approval must come from the District Education Oversight Committee (DEOC) through the District Director of Education, while for second-cycle institutions, such levies must be approved by the Regional Director of Education.

The GES further stressed that even when levies are approved, payment remains entirely voluntary, and no student should be denied access to education or school services for non-payment.

The statement also directed that school heads, teachers or GES staff must not be involved in collecting PTA dues. All fundraising activities are to be undertaken solely by officially elected PTA executives.

The Service has tasked all Regional and District Directors to ensure strict compliance with these directives and to report any breaches promptly for disciplinary action.

This directive, according to the GES, forms part of its commitment to promoting fairness, transparency and equal access to education in all public schools across the country.
