NPA to begin bitumen regulation in January 2024

The National Petroleum Authority (NPA) has announced plans to introduce comprehensive regulations governing the importation, storage, processing, and marketing of bitumen in Ghana, with the regulations set to take effect in January 2024.
This new regulatory framework aims to enhance the management of the bitumen supply chain, ensuring compliance with national quality standards.
The development of these regulations has been a collaborative effort involving key stakeholders such as the Ghana Standards Authority (GSA), the Ghana Highways Authority (GHA), and the Customs Division of the Ghana Revenue Authority (GRA).
The framework will provide clarity on licensing requirements, national bitumen standards, and guidelines for the supply of this essential product, among other crucial aspects.
During a recent media briefing in Accra, Mrs. Alpha Welbeck, the Director of Economic Regulation and Planning at NPA, emphasized the need for industry participants to use the remainder of 2023 to regularize their operations with the Authority.
She stressed, “Existing bitumen facilities and new entrants will have to acquire a license before they will be allowed to operate in the industry beginning in 2024.”
Bitumen, a vital component in road construction, holds substantial potential to contribute to Ghana’s economic growth and development.
Despite being a petroleum product, bitumen has, until now, received less oversight and regulation compared to other petroleum products such as petrol, diesel, and LPG.
The groundwork for these forthcoming regulations can be traced back to 2014 when a comprehensive study was undertaken to assess supply chain practices and gather baseline information about the bitumen industry. Building on the findings of the study, the NPA, together with important stakeholders like the GHA, GRA – Customs Division, GSA, and existing industry players, embarked on developing guidelines for bitumen supply. This collaborative effort has resulted in the formulation of a new regulatory framework that is scheduled to come into effect in January 2024.
In the upcoming weeks, a public notice will be issued detailing the requirements for obtaining a license in the bitumen industry.
This notice will offer existing players and potential new entrants the necessary guidance to bring their operations in line with the impending 2024 deadline.
The introduction of this regulatory framework represents a significant step towards ensuring the quality and compliance of bitumen products within Ghana, ultimately benefiting the road construction sector and the nation’s infrastructure development.
